to adopt the same attitude as His Majesty's Government in

so far as direct consignments of arms of all kinds are

concerned provided that the other arms producing countries

do the same, and that since all arms producing factories

in Poland are State owned, the Polish Government would be

in a position to carry out effectively such an undertaking.

In the opinion of the Board this reply may be regarded as

satisfactory.

The Board also agree with the views expressed in

paragraphs 4 and 5 of your letter of the 26th February

with regard to the shipments from Germany and they concur

in the terms of the telegram which it is proposed to send

to Sir Alexander Cadogan.

Copies of this letter are being sent to the

War Office, Admiralty, Air Ministry, Colonial Office and

the Department of Overseas Trade.
